Andrew believes in servant leadership and recognizes the imperative to transform government processes with innovative, technology-driven strategies that enhance public sector efficiency and transparency. His dedication to harnessing cutting-edge technologies has revolutionized traditional consulting approaches, establishing new standards in effectiveness and responsiveness for government operations. Andrew advocates for the integration of advanced data tools and analytics, a practice central to equipping government employees with the skills and knowledge necessary to meet the ever-evolving demands of public service. Holding a Master of Science in Government Information Leadership certificate with a focus on CFO programs from the National Defense University, complemented by a Computer Science degree from the U.S. Naval Academy, Andrew blends deep technical knowledge with strategic leadership. His extensive experience, spanning over 25 years in supply, logistics, financial management, and business development within the federal sector, includes roles such as a Marine Corps supply and fiscal officer, infantry regiment assistant logistics officer, deputy logistics officer, reserve mobilization policy officer, budget analyst, logistics capabilities officer, and deputy branch head. Andrew oversaw the USMC's largest appropriation as the Branch Head of the Marine Corps' military personnel appropriations budget and execution branch before transitioning into government consulting. Since becoming a government consultant, Andrew has performed in various technical and leadership roles, including Subject Matter Expert, Program Manager, Director of Operations, and Vice President of Business Development and Growth at Aeyon. Andrew founded Oxbow, driven by his conviction in the transformative potential of a genuine partnership between government and industry. Andrew's vision is to unite top-tier industry professionals with government teams to collaboratively address challenges and foster progressive change.

Bob has led a remarkable 40-year career, traversing diverse fields such as the Military, the Department of Defense, Public Education, and Local & State Educational Agencies. His dedication is particularly evident in State, Federal, and Department of Defense projects, where he's made significant strides in data analytics, innovation, change management, instructional systems, and developing web-based applications for efficient content dissemination. A retired Naval Aviator and P-3 Orion Systems/Electronics Engineer, Bob's academic pursuits at the U.S. Naval Academy and a master’s degree in industrial engineering have paved the way for his varied leadership roles, contributing to substantial improvements in organizational processes. In education, Bob's influence extended across various roles in Pennsylvania's public schools. He imparted knowledge as a physics/science teacher, shaped young lives as a head football coach, guided schools as a principal, and strategically led as a central office administrator and superintendent. His expertise further expanded as the Director for Educational Research and Analysis for an Educational Service Center affiliated with the Pennsylvania Department of Education. In addition, he served as an adjunct professor of statistics and physics for Pennsylvania State University. Transitioning into management consulting, Bob assumed key positions at Performance Learning Systems, Inc., including Senior Vice President and Executive Vice President. He was critical in founding PLS Gov, a federal government solutions business unit. As Oxbow's President, Bob's extensive experience is invaluable. He skillfully steers the firm's strategic direction and operations, excelling in project management, building robust relationships with government clients, fostering business growth, and ensuring strict compliance with regulatory standards.

Hunter Bielat boasts a multifaceted career history, encompassing roles in Law Enforcement, Compliance Management, and Project Development. His journey commenced as a Police Officer in Rochester, NY, where he received specialized training with the Crisis Intervention Team, equipping him with vital skills for critical and sensitive situations. Transitioning from law enforcement after five years, Hunter leveraged his experience in the realm of manufacturing and business process compliance. In this capacity, he led a team dedicated to upholding safety and quality standards in business operations, showcasing his leadership and adherence to excellence. Hunter's keen eye for detail and strategic acumen propelled him into a dual role: managing Project Development in the educational tech sector and serving as the Director of Operations in the government contracting sector of his company. This dual role underscored his ability to manage complex projects and operations simultaneously. In his current position as the Chief Operating Officer of Oxbow, Hunter synthesizes his broad experience. He has consistently demonstrated an ability to deliver projects on time, surpass quality expectations, and maintain cost-efficiency. These achievements underscore his commitment to providing unparalleled value to Oxbow's clients and partners, cementing his role as a pivotal figure in operational leadership and strategic development.

Max Lindstrom

Max is a tech forward, servant leader who has spent the last 14 years in service to the Federal Government on Active Duty in the US Navy and as a consultant in GovCon. His career has traversed multiple Federal, State, Local, and Commercial clients where he provided strategic insight and data-driven solutions on a wide variety of professional services to include financial management, audit readiness, business and learning management system integration, and organizational change management. Max prides himself on adapting to unique challenges faced by client organizations while fostering an inclusive and rewarding environment for his employees. His leadership philosophy took shape early on in his career in the US Navy, where he had the privilege to serve with leaders who encapsulated servant leadership and “leading from the front” as a lifestyle and lifelong pursuit to not only lead but to foster an environment of inclusion and support in the workplace. That experience spring boarded his career into consulting where he continued to work with like-minded individuals to take on complex challenges growing and scaling organizations first as a consultant, then as a program manager, and ultimately as an executive in various roles where he has had the honor of melding people, cultures, and capabilities to be successful in a wide variety of business settings. As Oxbow’s Chief Strategy Officer, Max is committed to ensuring sustainable growth and scalability of the organization while cultivating an environment of excellence in service of industry partners and client organizations.

Colin Freeburg, MBA, is the dynamic CFO at Oxbow, where his expertise uniquely combines traditional finance with the evolving demands of government consulting. With a robust background in manufacturing, wholesale, and consulting, Colin plays a pivotal role in refining Oxbow’s financial strategies and operations. A graduate of Canisius College with an MBA in Accounting, he is a Certified Public Accountant (CPA) and an engaged member of both the American Institute of Certified Public Accountants and the New York Society of Certified Public Accountants. Colin joined PLS 3rd Learning in 2016, as Director of Finance and CFO. Colin significantly enhanced the company's financial framework. He adeptly manages accounting, strategic planning, treasury, and financial reporting, contributing to his company’s improved financial health and mission fulfillment. Colin champions a holistic approach to financial management, emphasizing cross-departmental collaboration to synchronize financial and operational objectives.
